UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent poll of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that 60% of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously come under fire for selling public land and land to support their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of authorities seeking to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of authorities will need to raise local levies next spring to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” said a council leader.

He added: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

A survey of regional authorities recently further found council budgets being strained by the growing number of children and older individuals needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study found.
